3.2 Research Possibilities

How To Use This Page

The contributed note identified unresolved commercial, agronomic, environmental and delivery questions. This page converts those ideas into a structured options register for 3.2. It is not a literature review, trial protocol, funding recommendation or approval to commence primary research.

The options should be reconsidered after the eight 3.1 survey streams and any approved interviews are complete. A high priority means that the question is important to decision quality. It does not mean that a field trial is automatically the best or most proportionate way to answer it.

Claims in the contributed note have not been imported as settled findings. In particular:

  • market size, buyer behaviour, prices and processor demand require direct and current verification;
  • environmental benefits must be tested against realistic local alternatives rather than assumed;
  • water, soil, machinery and yield requirements must be pathway-, variety- and site-specific;
  • livestock exposure or feeding work must not proceed without regulatory, animal-ethics and food-safety review; and
  • proposed funders and partners are engagement leads only until current eligibility, interest, independence and capacity are confirmed.

Commercial And Logistics Research

Buyer, Processor And Contractor Terms

The contributed note correctly treats commercial terms as a threshold question. Producers cannot evaluate an enterprise without knowing the basis on which material would be purchased or processed.

The research should collect, by product pathway:

  • buyer or processor location and delivery point;
  • material specification, testing and certification requirements;
  • minimum and maximum intake volumes;
  • price basis, deductions, premiums and payment timing;
  • ownership and risk transfer points;
  • processing or contracting fees;
  • harvest, baling, drying, cleaning and storage responsibilities;
  • freight responsibility and likely distance sensitivity;
  • rejection, contamination and out-of-specification rules; and
  • contract duration, exit terms and evidence of repeat purchasing.

Confidential terms should remain in protected working records. Public reporting should use aggregated ranges or redacted summaries where this can be done without identifying a participant.

Verifiable Buyer Demand

Retail availability, expressions of interest, experimental purchases and general market commentary do not by themselves establish dependable demand for member-area production. Demand should be tested separately for grain and seed food, oil and ingredients, bast fibre, hurd and bedding, building materials, biomass and any dual-purpose pathway.

At minimum, the research should distinguish curiosity or product testing, current purchasing, recurring purchasing, unmet demand at a stated specification and price, conditional future demand, and demand that is inaccessible because of scale, processing, freight or certification constraints.

Machinery, Harvest, Drying And Storage

The question is not simply which machinery can handle hemp. It is whether suitable services and equipment are available at the required time and cost, and whether the production system protects saleable yield and quality.

Any later operating-system study should record contractor availability, machinery modifications, harvest timing, losses, fibre wrapping or blockages, drying and cleaning requirements, safe moisture targets, storage duration, quality deterioration, labour and work-health-and-safety controls. Existing national guidance should be used as a baseline and tested for transferability rather than reproduced without context.

Comparison With Realistic Regional Enterprises

Hemp scenarios should be compared with enterprises that a producer could realistically choose on the same land and with similar water, labour, machinery and risk constraints. Depending on the member area and property, these may include grazing, mixed farming, lucerne or improved pasture, winter cereals, summer crops, forestry, native vegetation restoration or Granite Belt specialty crops.

The comparison should include gross margin, capital and working-capital needs, labour timing, yield and price sensitivity, buyer concentration, crop-failure risk, compliance burden, rotational effects and environmental outcomes. A demonstration plot alone cannot establish commercial comparability.

Agronomic And Environmental Research

Water And Irrigation

Water use should be framed as a measured regional suitability question, not as a generic claim that hemp uses more or less water than another crop. A defensible study would specify the variety, sowing window, product pathway, soil, climate, irrigation treatment and comparator. It should measure applied water and rainfall alongside establishment, biomass or grain yield, product quality, crop failure, gross margin and water-use efficiency.

Before commissioning a new trial, 3.2 should check whether relevant Australian variety and water-efficiency research can answer part of the question or provide a protocol and partner pathway.

Soil, Rotation And Ground Cover

The contributed note records interest in soil and ground-cover effects. The research opportunity is to replace broad statements about soil improvement with measurable questions, including ground cover and erosion risk, soil structure and infiltration, nutrient removal, weed pressure, soil organic carbon over a suitable timeframe, effects on the following crop, and performance relative to a realistic cover crop, pasture, fallow or restoration treatment.

The term cover crop should only be used where hemp is being evaluated in a genuine cover-crop or rotational function, rather than as shorthand for any crop that covers soil.

Soil And Site Suitability

Existing national soil and pH guidance can inform a regional screen, but it cannot determine property-level suitability. A staged approach should combine member-area soil, climate, frost, water and land-capability mapping with site inspection and soil testing at any proposed trial location.

The output should identify conditions that increase or reduce suitability, not declare an entire council or member area suitable or unsuitable from a small number of sites.

Environmental Outcomes

“Environmental benefits” is too broad to operate as one research objective. A fundable project should select a small number of decision-relevant outcomes and state the comparator, measurement period and system boundary. Candidate themes include soil condition, erosion and ground cover, water quantity and quality, chemical use, biodiversity, greenhouse emissions, soil carbon and product-substitution effects.

Field-level outcomes and downstream product effects must remain separate. For example, a building-material carbon result does not prove a soil-carbon benefit, and insect observations do not establish a biodiversity benefit without an appropriate study design.

Hurd Bedding, Mulch And Weed Management

Hurd-based bedding, mulch or other land-management products are possible product pathways, but claims about suppressing African lovegrass or another priority weed require controlled testing. A study would need a defined product, application rate, comparator, weed and pasture response measures, durability, contamination and biosecurity checks, labour and cost assessment, and monitoring for unintended effects.

This option should first be tested for producer demand and technical plausibility. It should not be presented as an established regional weed-control method.

Interaction With Livestock

Livestock interaction may be relevant in a grazing region, but it is not a suitable informal add-on to a crop trial. Initial work should clarify current rules and evidence concerning access to crops, crop residues, feed, bedding, withholding periods, meat and milk residues, animal health and food safety.

Any animal exposure or feeding study would require specialist research leadership, regulatory confirmation, animal-ethics approval, food-safety controls and a clear decision need. Until those conditions are met, livestock access should be treated as a risk-management and information question rather than a field research opportunity.

Decision-Support Product

Compliance And Licensing Checklist

Compliance and licensing requirements are better addressed through a maintained decision-support product than through agronomic experimentation. A producer-facing checklist could cover licence eligibility and timing, approved seed and varieties, land and site records, THC sampling and testing, crop security, record keeping, notifications, transport, storage, sale and disposal requirements, plus likely producer time and external advice costs.

The checklist would need separate NSW and Queensland pathways, clear currency dates and links to regulator sources. It should explain requirements without providing legal advice or implying that compliance establishes commercial viability.

The contributed note proposed several organisation types. They are retained here as leads for validation, not as confirmed funding sources, partners or preferred providers.

Corporate or industry support should not control the research question, analysis or publication of unfavourable results. Any proposed partnership should declare interests and preserve independent interpretation.

Shortlisting Rules

A research possibility should move into detailed project design only where it:

  1. closes a decision-critical gap that cannot be answered adequately through existing evidence;
  2. applies to a defined product pathway, geography and stakeholder perspective;
  3. has a clear and proportionate method;
  4. can be compared with a realistic alternative;
  5. has credible partners, governance and required approvals;
  6. can protect confidential and personal information;
  7. has a realistic route to funding and delivery; and
  8. will produce usable decision-support whether the result is favourable, unfavourable or inconclusive.

The final shortlist should be set only after Initial Primary Research and partner/funder checks. Valid outcomes include a field trial, a commercial validation study, a narrower secondary review, a decision-support product, monitoring only, or no further work.

Current Scoping Position

The contributed ideas reinforce two broad workstreams:

  • commercial and logistics validation, led by buyer demand, commercial terms, processing, freight, machinery and comparator economics; and
  • agronomic and environmental validation, led by specific regional questions about water, soil, rotations, ground cover and other measurable outcomes.

Commercial validation is a threshold requirement: a technically successful crop does not establish a viable enterprise without an accessible buyer and workable terms. Agronomic or environmental field research may nevertheless be suitable for a funded Landcare partnership if it addresses a clearly defined evidence gap, uses credible comparators and remains independent of crop promotion.

No research option is selected at this stage. Selection should follow approved Initial Primary Research, current evidence checks, partner and funder validation, governance review and a documented 3.2 decision gate.
