Purpose:

State the current limits of the published documentation.

This site is a local draft publishing layer. It has not been deployed to Cloudflare Pages or protected with Cloudflare Access.

Current limitations include:

• Phase 2 secondary research is incomplete.
• Primary research has not commenced.
• Strategic analysis has not commenced.
• The business case has not commenced.
• Published pages are summaries and placeholders, not the full working research record.
• Raw evidence registers, contact records, interview notes and commercially sensitive working files are intentionally excluded.
